A Senior Survey Supervisor assigns, reviews and evaluates the work of technical employees engaged in field survey work; applies sound supervisory principles and techniques in building and maintaining an effective work force; and fulfills equal employment opportunity responsibilities.
Two years of full-time paid experience as a Survey Supervisor or in a class which is at that level and which provides experience in directing land and engineering survey work; and
Registration as a licensed Land Surveyor or as a Civil Engineer by the State of California Board for Professional Engineers, Land Surveyors and Geologists authorized under the Professional Land Surveyors' Act to practice land and engineering surveying.
In addition to the regular City application, all applicants must complete the Senior Survey Supervisor Qualifications Questionnaire at the time of filing. The Senior Survey Supervisor Qualifications Questionnaire is located within the Supplemental Questions Section of the City Application. Applicants who fail to complete the Qualifications Questionnaire will not be considered further in this examination, and their application will not be processed.
Applicants who lack six months or less of the above experience may file for this examination. However, they cannot be appointed until the full experience requirement is met.
A valid California driver's license is required. Applicants will be disqualified and not eligible for hire if their record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation (such as DUI).
For Requirement #2, applicants must list their Professional Land Surveyor or Professional Engineer license number in the Supplemental Questions section of the on-line application.
For applicants using outside experience, Requirement #1 is equivalent to a minimum of five years of full-time paid experience performing the duties of a Survey Party Chief, with at least two of those years supervising the work of several survey parties.Applications and Qualifications Questionnaires will only be accepted on-line. The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, emphasis may be placed on the candidate's experience, training and background as they demonstrate the knowledge of survey principles and practices as applied to preliminary, construction, topographic, geodetic and hydrographic surveys; new and emerging survey equipment and technologies and their applications; techniques, practices and problems involved in retracing property lines and street center lines; safety principles and practices, including departmental procedures and CAL/OSHA regulations; functions of Federal, State and County surveying agencies; design and construction practices as related to interpretation and checking of various types of construction plans; budgets and cost accounting principles and practices in order to develop staffing plans and equipment needs; pertinent City and Personnel Department rules, policies, and procedures, including Equal Employment Opportunity (EEO) and Memoranda of Understanding (MOUs) as they apply to subordinate personnel; fundamental principles and practices of supervision including assigning, reviewing, directing, training, disciplining, commending, and evaluating the work of staff; motivational factors and techniques sufficient to enhance and maintain morale; and the ability to plan, layout, direct, coordinate, inspect and evaluate the work of a group of survey units; determine optimum survey methods and potential problem areas; identify staffing and training needs; write clear and concise reports and correspondence; deal tactfully and effectively with the public and with other survey and engineering agencies; speak publicly before groups, and public or private agencies; and other necessary skills, knowledge and abilities. Candidates will be notified later by e-mail of the date, time, and location of the interview, which will be held in Los Angeles. Prior to the interview, applicants will be required to prepare some written material related to the duties and responsibilities of a Senior Survey Supervisor. This essay material will not be separately scored, but will be presented to the interview board for discussion with the candidate and for consideration in the overall evaluation of the candidate. Please note that applicants must complete the advisory essay and meet minimum qualifications as stated on this bulletin in order to be considered further in the examination process. To be considered complete, the advisory essay must include a substantive response for each question or problem included in the advisory essay for which a candidate is required to provide an answer. The advisory essay will be administered on-line. QUALIFICATIONS REVIEW Should a large number of qualified candidates file for this examination, each candidate's qualifications for the position of Senior Survey Supervisor may be evaluated based on the candidate's responses to the Qualifications Questionnaire. Those candidates considered possessing the greatest likelihood of successfully performing the duties of a Senior Survey Supervisor based solely on the information submitted for qualifications review will continue in the selection process.

The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding 0.25 of a point for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.
If in accordance with the Rule of Three Whole Scores all applicants are eligible for appointment consideration, the examination will consist entirely of an evaluation of the candidates' City applications by Personnel Department staff to ensure that minimum requirements are met.
In conjunction with Civil Service Rules, applicants who are current eligible City employees or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates
